CPAC Statement on ‘China Week’ Legislation to Combat China’s Communist Party: CPAC Chairman Matt Schlapp and CPAC Board Member Gordon Chang

It is long past due for America to take concrete legislative action against China’s Communist Party (CCP). We applaud Speaker Mike Johnson (CPAC 92% Lifetime) for bringing a package of bills to the floor this week which target some aspects of the CCP’s assault on America. These bills are a good first step, but we must get serious about the state of emergency our nation now faces from China by doing the following: 


  • Make foreign land ownership reciprocal by banning foreign land ownership by Chinese nationals and CCP-affiliated companies. 

  • Impose greater sanctions on China until it ends their production of fentanyl as it continues to kill more than 70,000 Americans each year.

  • Sanction companies that serve as proxies for the CCP.


CPAC encourages all members to support the following bills as they return to Capitol Hill this week:


H.R. 1398 – Protect America’s Innovation and Economic Security from CCP Act of 2024 


Sponsor: Rep. Lance Gooden (CPAC Lifetime 97%)


Reestablishes the Trump Administration’s CCP Initiative at the Department of Justice to identify and prosecute individuals engaged in the theft of trade secrets, hacking, and economic espionage, and protect critical U.S. infrastructure from being compromised based on foreign investment and supply chains. 


H.R. 1425 – No WHO Pandemic Preparedness Treaty Without Senate Approval Act 


Sponsor: Rep. Tom Tiffany (CPAC Lifetime 98%)


Ensures Congressional oversight of decisions made by international bureaucrats at the World Health Organization (WHO) by requiring that any convention or agreement on pandemic-related issues resulting from the WHO’S intergovernmental negotiating body be deemed a treaty requiring the advice and consent of the Senate.  


H.R. 7980 – End Chinese Dominance of Electric Vehicles in America Act of 2024


Sponsor: Rep. Carol Miller (CPAC Lifetime 82%)


Prevents the Chinese Communist Party (CCP) from taking advantage of the Biden-Harris Administration’s lenient “foreign entity of concern” (FEOC) regulations for electric vehicle (EV) tax subsidies by requiring the Treasury Department to utilize stricter guidelines.
